Project overview: The project is located in the Fine Chemical Industrial Park of Teng'ao Economic Development Zone, Anshan, Liaoning Province, with a total investment of 30 million yuan. Renovate the pigment iron blue device of the original production workshop 3, use the two completed iron blue installations and add some equipment to build an organic pigment production line, which can produce 6 kinds of organic pigment products (pigment red 48:2, 52:1 , 53:1, 146 and Pigment Yellow 83 and Pigment Orange 5), with an annual output of 1,300 tons; using the space of production workshop 3 where the iron blue production line has not been built, build an intermediate production line: it can produce 2 kinds of intermediate products (chlorinated naphthalenes) and brominated naphthopyranedione), with an annual output of 200 tons; use the free space of the original production workshop 1 for renovation, add some equipment without affecting the original product production device, and build an organic dye production line One: It can produce 4 kinds of dye products (solvent red 111, 52, 149 and disperse blue 359), with an annual output of 300 tons; a new intermediate production line is built in production workshop 2, which can produce 1 intermediate product (3-amino-4 -Chlorobenzoic acid), with an annual output of 100 tons; the additive production unit of production workshop 1, without the need for modification, newly added product additive 11#, with an annual output of 200 tons.


2. An overview of the factors affecting the environment of the project


The waste gas during the operation period of the project is mainly water vapor produced by the drying process, CO2 and N2 produced by the distillation process produced by the diazotization process, HCl produced by the acid cooking process, and non-condensable waste gas produced by the distillation (volatile organic compounds, monomethylamine, Toluene, methanol, acetic acid, o-dichlorobenzene, dichloroethane), N2 generated during cyanide breaking and reduction, O2 generated during chlorination and bromination, and non-condensable waste gas generated after the condensation of auxiliary 11# ammonia (water vapor and volatile organic compounds), monoethylamine and N2 produced in the ammoniation process of disperse blue 395, and sulfuric acid, hydrochloric acid, etc., which are unorganized discharge; the waste water is mainly filtrate and washing water produced in the production process, circulating cooling drainage, tail gas absorption Waste water, equipment and workshop flushing water, domestic sewage of employees, etc.; noise comes from mechanical noise such as newly added equipment pulverizers, filter presses and vacuum pumps; solid wastes are mainly filter residues, distillation residues, sludge and filter residues from sewage treatment plants, Evaporator salts, waste activated carbon, household garbage, etc.


3. Countermeasures and measures to prevent or reduce adverse environmental impacts


(1) Exhaust gas: The water vapor generated during the drying process is led to a high-altitude exhaust pipe with a height of 15m through the forced evacuation system, and the CO2 and N2 generated during the diazotization process are forced to be evacuated to the exhaust pipe with a height of 15m. High-altitude discharge, the HCl generated in the acid cooking process is treated by the exhaust gas absorption device and then discharged through a 15-meter-high exhaust pipe, and the non-condensable waste gas produced by distillation (monomethylamine, xylene, methanol, acetic acid, o-dichlorobenzene, dichloroethyl alkane, etc.) is adsorbed by the activated carbon device and then discharged through a 15-meter-high exhaust pipe; the N2 generated in the process of cyanide breaking and reduction is led to a 15-meter-high exhaust pipe through the forced emptying system for high-altitude discharge, and the chlorination and bromination processes O2 is discharged through the forced exhaust system to a 15m high exhaust pipe, and the non-condensable waste gas (water vapor and volatile organic compounds) generated after the condensation of auxiliary agent 11# is adsorbed by activated carbon and discharged through a 15m high exhaust pipe. , Monoethylamine and N2 produced by the ammoniation process of Disperse Blue 395 are adsorbed by activated carbon and then discharged at high altitude through a 15m high exhaust pipe. The methanol and hydrogen bromide produced by the bromination process of Solvent Red 52 are absorbed by alkali and then discharged through a 15m high exhaust pipe. High-altitude discharge, the dust generated after product crushing is collected by a bag filter and then discharged at a high altitude through a 15m high exhaust pipe; for unorganized waste gas, strong equipment and pipeline sealing are adopted to prevent the occurrence of running, running, dripping and leaking. Nitrogen sealing is added to the tank to reduce the emission of fugitive exhaust gas. In conclusion, the exhaust gas of this project has little impact on the surrounding environment.


(2) Wastewater: process wastewater and exhaust gas absorption wastewater, equipment and workshop flushing water are treated by sewage pretreatment devices and then discharged into Teng'ao Sewage Treatment Co., Ltd.; domestic sewage is treated by septic tanks and then discharged into Teng'ao Sewage Treatment Co., Ltd. ; The circulating cooling drainage is directly discharged into Teng'ao Sewage Treatment Co., Ltd., and the wastewater during the operation period of the project has little impact on the surrounding environment.


(3) Noise: Select low-noise equipment, and take noise reduction measures such as sound insulation and vibration reduction for different noise sources such as vacuum pumps and pulverizers. In addition, the impact of noise is reduced by measures such as reasonable layout and strengthening of greening. The surrounding environment has little impact.


(4) Solid waste: The hazardous waste pigments and filter residues (HW12 dyes, paint waste) and closed-loop products (4-bromo-N-picoline anthrone) produced in the production process of hazardous waste pigments and chlorinated and brominated production processes of this project are produced in the production process The distillation residue (HW11 refining (distillation) residue), sludge and filter residue (HW12 dye, paint waste) produced by the sewage treatment plant, and waste activated carbon are temporarily stored in a 50m2 hazardous waste temporary storage room built in the plant area. Regularly hand it over to qualified units for disposal; the salts produced by the evaporator are collected and partially reused for production, and some are handed over to qualified units for disposal; domestic garbage is collected and sent to designated sanitation collection points for disposal by the sanitation department. Taking the above measures, the solid waste generated by this project will have less impact on the surrounding environment.


(5) Groundwater: The project relies on the existing and under-construction workshops for reconstruction and expansion. The existing plant area has been divided into anti-seepage areas according to the purpose, and key anti-seepage areas and general anti-seepage areas have been set up. This project relies on the anti-seepage level of the workshop unchanged. At the same time, relying on the existing groundwater monitoring wells in the plant area, regular monitoring (once every six months) is carried out to prevent the expansion of groundwater pollution accidents. The above measures are taken for this project to have little impact on the groundwater environment.


(6) Environmental risk: Relying on the existing cofferdams and other risk prevention measures in the plant area, and strictly abide by the environmental risk management system of the plant area, the environmental risks generated by this project have little impact on the surrounding environment.
